Automates check for PR authors having agreed to the last bullet point in the PR template. Copy of PythonistaGuild/.github#1

Also removes the local contribution guidelines and PR template. I figure this is covered by the one in the meta repository, or if not the meta repository should have a more comprehensive set of guidelines PRed to it.
